You can try Adobe Customer Care and see if they will make some sort of arrangement. You can't get by using a computer without internet access if you want to use Creative Cloud. Alternatively it may be possible to sign up for it and get the free trial, use adobe Zii to bypass and than cancel the subscription. I get 10 GB monthly and I'll bet there are better plans. If you are in a place with no wireless, you can get a hotspot plan with your mobile device and use it to run the updates by having it act as a wireless connection.
